Don't know about the 2000 models, but I used to just plug & unplug the computer & harness connector plug about 6 times. Give it a shot Jim, III

Did you check the fuse for the cigarette lighter? There is no communication if it is blow.

Ron Snap-on had some problems with their software and also a bad #13 key. I would give them a call and tell them your problem, they might send you a new key or updated cartridge.

Ron, Make sure you battery voltage is good. A bad battery can cause this problem. Inspect the following for pushed out terminals or flared connections; Engine ground connections TCM grounds (pins 53 and 57) TCM battery feed pin 56 Power feed to Trans Control Relay from the EATX fuse in the PDC TCM Fused Ignition Switch Output (pin 11) Tod Chretien TRNW Inc. Tod: I had a 96 a while back that had no EATX comm. It turned out to be the acc. fuse.. This was indicated by no cig. lighter power.. New fuse & I had EATX.. All the tech available did not include this area of diagnosis,, nor does this thread.. Did I have a one of a kind Caravan, or is this peculiar to only certain years.. Richard Trans. Tech. Services

Richard, I believe that is the IOD fuse which brings the CCD Bus down. However, I cannot for the life of me find a wiring diagram that explains this. I found the wiring diagram for the cigar lighter and power outlets, but it doesn't appear to be tied into the CCD Bus or the TCM in any way. Tod Chretien TRNW Inc. Tod; We've got a 92 here with that trouble (no power-up of scanner at blue under-dash connector). The factory shop manual shows that power to the blue diagnostic connector comes off Fuse # 23, which also powers the lighter. Don't know, however, if that applies to 96's also. On the A604, the CCD bus recieves it's bias voltage from only one of the controllers. On vehicles having a body controller the bus will recieve it's bias voltage from this unit. Check the connections at this unit-it is usually under the dash. ATRA in one of they're seminar packages descibed a method of getting one of the other controllers to supply this bias voltage. Without the bias voltage the controllers and the scan tool will not communicate. Bill Davidson

Gary, A 96 and up would be entirely different because it would have the OBD II connector rather than the blue body connector. The circuit could be the same though. I just can't find it in the Chrysler wiring diagrams. Tod Chretien TRNW Inc. Jim III, I went to a Chry drivability school last week and the instructor said that the data pin for the chry truck computer (jtec) is different from the minivan and car computer. He said that because scanner manufacturers use the same key (ie #13 for snappy), it may require unplugging and reconnecting the scanner several time to get in. Chuck S

There is a TSB (18-10-00) in Alldata that states that some 2000 model Mopars may not communicate with generic scanners. Check to see if it was built prior to October 22, 1999. A flash will update for this problem. Once that is working you can procede with your diagnosis. HTH.

Subject: A604, no ccd communication

Had to make sure this one stayed out.Ready for this?...first snap-0n scanner had one broken wire in the cable right near the connector at the scanner. Then tried a genisys system..no luck..found out later the genisys connector had 2 pins backed out..2nd snap-on scanner could'nt communicate either because we later found out it had a bad # 13 key. After finally communicating with a good scanner found sol bloc codes and replaced the connector.Sent it down the road....Good Bye! Thanks to Todd and all those that replied.
