I'd check commanded as sounds like a normal strategy for Toyota.  I had a Lexus U660 series vehicle whose primary complaint was delayed shifting when cold, at operating temp everything was normal.  All commanded and only happened when ambient temp was very low.

Here's something I came across in the SI for this model about vehicle control history logging.  Take a look.  This may only be available via OEM Techstream software and not using an aftermarket scantool, but worth a look.  Appears they are logging events to help diagnose issues.
