TRNW-2: Forscan question

I am having all kinds of problems with my Windows laptop and would like to use a little Chrome notebook that I bought, but it tells me that it can't load Windows-based software like Forscan. I haven't a clue how to go about downloading something to enable Chrome to accept it. Has anyone done this?

Or start at the start Icon,and click programs. Scroll to F for Forscan

Go to apps in the windows menu right click to create a short cut that will give you or should give a desk top short cut

I have an OBDLink EX, and I need to load the ForScan on my PC, but it will not show me an icon shortcut to open it after I download the app from the ForScan site. What am I doing wrong?
