Not necessarily! I have fixed hundreds of them with the noise filter. Here is how to test it. 
 
Attach a scope to the TPS wire at the PCM and monitor the circuit ona  5 volt scale. With the Key on and Engine Off, the circuit should show a straight smooth line at about 1/2 a volt. Now start the engine. If the straight line is now a severely jagged line, and voltage is very erratic with the engine running, then a noise filter will fix it.

Here you go. But I would check all grounds and power connections to batteries and fuse boxes, this is most always the issue with these things.
