TRNW-2: U241E question

I have a 2004 U241E camry that appears to stay in 3rd all the time.
It came in with code p0776 pcs B performance or stuck off. Went thru trans
and looked ok. Replaced solenoid with non oem. Same thing. Replaced pcm
used same thing. Voltage on sol B is around 3 volts with key on and
running. Ground is around .5 volts. Here's a picture of the amps. Any
thoughts?
