TRNW-2: U241E question

I worded that question wrong. The 3rd clutch stays applied all the time.
Takes off in 3rd, shifts to 2nd
Binds because 3rd is still on. The when 2nd releases its in 3rd and shifts
to 4th on time. It's commanding the shifts as it should. It's just that the
3rd clutch is always on
